Successful operations to blow up ice floe jams have helped emergency teams mitigate springtime flooding along the Siberian river Lena. Displaced people are coming back, but about five thousand remain prevented from doing so by continuing inundation in dozen or so villages. Each affected household is to get 25 thousand roubles in compensation.
